About Us

H+P Political Compliance, LLC was founded by Jay Petterson and Lora Haggard. Mr. Petterson and Ms. Haggard have worked together since 2003. Each brings a breadth of experience in the area of accounting, budgeting and federal committee compliance.

Ms. Haggard and Mr. Petterson have served in compliance and treasury management capacities for more than 20 Democratic campaigns, committees and other organizations, including lead roles on U.S. Presidential, House, and Senate campaigns. Through this experience, H+P has developed extensive knowledge of federal campaign finance laws and their impact on political committee activity, including the additional accounting and reporting requirements of publicly financed campaigns and corresponding audits by the Commission. Having served in senior campaign roles, H+P has demonstrated skill communicating with committee leadership and federal agencies, providing accurate and timely reports, and meeting deadlines.

Staff Biographies

Lora Haggard

Lora Haggard has 13 years of political experience in election reporting and compliance along with 20 years of accounting experience, both nonprofit and corporate. Ms. Haggard currently serves as Treasurer for several non-profit organizations including Citizens For Strength and Security, Foundation For Patients Rights, College For Everyone, and We’re Not Going Back. She has also worked for several candidate committees including Roy 2010, Mary Jo Kilroy for Congress, Friends of Phil Hare, Harold Ford, Jr. for U.S. Senate, Edwards for President 2004 and John Edwards for President 2008. Her Federal PAC and Party work includes One America Committee, Democratic Victory 2004, Victory Campaign 2004, the Washington Democratic Party and the Florida Democratic Party. Lora’s other past clients include the 527 organizations Citizens for a Strong Senate, The Media Fund 2004, and America Votes 2004; 501(c)(4) non profits National Mobile Voter Project, Center for Promise & Opportunity, and Coalition for Financial Security. For seven years, Lora was an accountant at Leonard, Kinsey & Associates.

Jay Petterson

Jay Petterson has 11 years of compliance and accounting experience. He has held positions with several political committees including Edwards for President 2004, Kerry-Edwards 2004, Friends of Maria Cantwell, People for Patty Murray, John Edwards for President 2008, Ronnie Musgrove for U.S. Senate, Mary Jo Kilroy for Congress, Chad McGowan for Senate, Trent Van Haaften for Congress, the Washington State Democratic Party and administered various joint fundraising committees on behalf of federal candidates. Jay also worked in the compliance department at the Democratic National Committee for over three years, supervising compliance research.
