Accounting

Receipts:

  • Screen contributions to ensure compliance with federal (IRS and FEC) and/or state regulations
  • Identify non-compliant receipts and notify the Committee
  • Facilitate Committee staff in obtaining proper backup to meet compliance requirements
  • Copy, batch and deposit all contributions
  • Maintain deposit logs to track receipts on a daily basis
  • Enter deposit information into Committee’s accounting software
  • Enter contribution data into the Committee’s reporting software
  • Archive copies of all deposit batches for document retention and Committee review
  • Generate “Best Efforts” compliance letters for Committee dissemination
  • Import telemarketing, internet and conduit contribution data into the reporting software

Disbursements:

  • Screen disbursements to ensure compliance with federal (IRS and FEC) and/or state regulations
  • Facilitate Committee staff in obtaining the proper backup to meet compliance requirements before any check is written
  • Identify non-compliant invoices and reimbursement requests and notify the Committee
  • Issue checks to vendors on behalf of the Committee
  • Enter payment information into Committee’s accounting software
  • Enter disbursement data into the Committee’s reporting software
  • Archive copies of all checks, invoices, credit card receipts and reimbursement requests for document retention and Committee review

Reconciliations/Budgeting/Cash Flows/P&L’s:

  • Reconcile bank statements each month to Committee’s accounting and reporting software
  • Setup Chart of Accounts in same format as Committee’s budget to seamlessly track budget vs. actual activity
  • Provide periodic Cash on Hand and P&L reports

 

Human Resources

  • Facilitate any payroll needs including, but not limited to, new hire processing, employee file retention, periodical payroll processing via the Committee’s payroll service, and terminations
  • File 1099 tax forms and supervise the dissemination of W-2′s by the payroll provider
  • Provide employee agreements, confidentiality agreements and volunteer agreements as necessary
 

Reporting

  • File state/federal organization documents such as the FEC’s Statement of Candidacy, Statement of Organization and IRS Form 8871.
  • Filing amended Statements of Candidacy & Organization as Connected Committees are established
  • Review and edit all reconciled data contained in report for errors including, but not limited to, schedule line number, purpose code, period and cycle, itemization, spelling, aggregation totals, cash on hand, debt, loans
  • Submit draft reports to Committee and counsel for review prior to filing
  • File all disclosure reports by each scheduled due date
  • File all federal and state 24-Hour and 48-Hour notices when required
  • File any necessary amendments by scheduled due date
  • Review all in-kind contributions and notify Committee of permissibility
  • Periodic de-duping of the Committee’s database
  • Periodic search for contributors exceeding contribution limits
  • Assist in assigning, tracking and reporting lobbyists and corresponding bundled contributions for the semi-annual 3L report to the FEC
  • File IRS 1120-POL and/or 990, as required
  • Coordinate with joint fundraising committees, if applicable, to facilitate the timely and accurate reporting of affiliated contributions
  • Coordinate with applicable conduits to ensure data is received and reported

 

Additional Compliance Services

  • Assist in organizational setup including obtaining the Committee’s Employer Identification Number and establishing related bank accounts
  • Communicate with reporting agency staff, answering any inquiries or Requests for Additional Information within the time allotted by the agency
  • Communicate with the Committee’s counsel to discuss potential compliance issues when necessary
  • Implement and supervise additional protocols for publicly financed campaigns
  • Manage the process for submitting contributions for matching funds as well as the mandatory audit that occurs at the conclusion of the publicly financed campaigns
